Concerning children's mental health
Requires behavioral health coordination by educational service districts, training in topics related to behavioral health for school district staff, and the provision of a mental health literacy and healthy relationship curriculum by the office of the superintendent of public instruction to school districts. Establishes a partnership access line for schools pilot program. Establishes certificate programs in evidence-based practices for behavioral health at the University of Washington and expands child and adolescent psychiatry residencies at the University of Washington and the Washington State University. Requires the development of statewide plans to implement coordinated specialty care and a multi-tiered system of school supports. Requires the department of children, youth, and families to deliver infant and early childhood mental health consultation. Requires the health care authority to provide online training for behavioral health providers related to parent- initiated treatment and other treatment options.

Creates the social-emotional learning committee; requires the committee to adopt the benchmarks and standards developed by the social-emotional learning workgroups; develop and implement a statewide framework for social-emotional learning that is trauma-informed, culturally sustaining, and developmentally appropriate; requires the committee to review and update the standards and benchmarks for social-emotional learning and the developmental indicators for grades K-12 as needed, and align the standards and benchmarks with other relevant standards and guidelines; requires the committee to identify professional development opportunities for teachers and educational staff

Requires the professional educator standards board (Board) to convene a work group on student mental health and well-being; requires the work group to recommend knowledge, skill, and performance standards related to student mental health and well-being and requires the workgroup to consider standards related to universal design for learning, trauma-informed practices, culturally sustaining practices, social-emotional learning, mental health literacy, and suicide prevention; requires the Board to establish state standards of the knowledge, skill and performance standards related to student mental health and well-being based on the recommendations of the workgroup; requires the Board to collaborate with the University of Washington Bothell on the development of a series of online courses for school staff related to behavioral health; requires school districts to use one of their state-funded professional learning days every four years to train on addressing student mental health and the implementation of social-emotional learning

Improving crisis planning in schools to prevent youth suicide.
Requires every educational service district (ESD) to provide to the school districts in its region behavioral health coordination to improve identification and response to emotional and behavioral stress in its students; requires OSPI to select 12 high schools to participate, based on need, in the mental health promotion and suicide prevention program; requires Forefront to provide training, course materials, and consultation to the high schools on the use of suicide prevention, social-emotional learning, and mental health awareness curricula; requires every ESD to offer training for educators and other school district staff on youth suicide screening and referral, and on recognition, initial screening, and response to emotional or behavioral distress in students, including but not limited to indicators of possible substance abuse, violence, and youth suicide.
